An Indonesian mycologist discovers the infection two days before the worldwide outbreak, but the government overrules her advice to bomb the city to prevent the spread of the scourge. In the present, Ellie, Joel, and Tess make their way to the State House through a path swarmed with the infected, resulting in Tess and Ellie getting bitten.
Ellie’s bite starts to heal, proving her immunity and the reason behind her transportation to the West to find a cure. Tess, now infected, saves Ellie and Joel by blowing up the State House and sacrificing herself instead.

Ellie and Joel make their way to meet Frank and Bill, and Ellie discovers evidence of the government’s slaughter of innocents in the early pandemic days. A look back at 2007 reveals the true nature of the relationship between Frank and Bill, along with Frank’s terminal illness in the present. After their marriage, Frank asks Bill to aid with his suicide. Not wanting to live in a Frank-less world, Bill also kills himself, leaving a letter and some supplies for Joel.

Joel and Ellie take Bill’s truck and leave for Wyoming to find Tommy. A shortcut through the ruin-filled Kansas City almost costs them their lives as they get ambushed by bandits, but they manage to survive. However, the dead bodies of the bandits force Kathleen, their leader, to think that Joel and Ellie are in contact with Henry – the person she is searching for.
She orders a manhunt, even instructing her second in command, Perry, to conceal the infected burrowing he found in the city. Joel breathes a sigh of relief to find a high-rise to rest, only to wake up and find Henry and his brother Sam holding him and Ellie at gunpoint.
